Delivering Australians more choice of cars to save on fuel
The Albanese Government is delivering more cars that are cheaper to run, giving motorists choice by introducing a New Vehicle Efficiency Standard for Australia. The Albanese Government’s New Vehicle Efficiency Standard will push car makers to give Australian motorists more choices of new cars, utes and vans that use less fuel and that have until now only been available to buyers in overseas markets.
MEDIA RELEASE
Sunday 04 February 2024
JOINT RELEASE WITH
The Hon Chris Bowen MP
Minister for Climate Change and Energy
The Albanese Government is delivering more cars that are cheaper to run, giving motorists choice by introducing a New Vehicle Efficiency Standard for Australia.
The United States has had a similar policy in place for fifty years. But because of a decade of delay and denial, Australia still stands alongside Russia as one of the only advanced economies without the Standard. This is costing families and businesses thousands of dollars at the petrol pump.
The Albanese Government’s New Vehicle Efficiency Standard will push car makers to give Australian motorists more choices of new cars, utes and vans that use less fuel and that have until now only been available to buyers in overseas markets.
The preferred model for the New Vehicle Efficiency Standard, made available today on cleanercars.gov.au, has been under development since the Government committed to the Standard last year - to ensure it strikes the right balance in giving Australians more choice while using less petrol.
If Australia catches up with the Standard in the U.S. by around 2028, Australians stand to save about $1000 per vehicle per year.
The Standard will only apply to new passenger and light commercial vehicles, not used or existing vehicles. They work by providing car companies with targets for average emissions per kilometre from new vehicles sold.
The New Vehicle Efficiency Standard will deliver more vehicles to Australia with the latest engine and design technologies to ensure lower fuel bills, meaning bigger savings at the petrol pump.
The Albanese Government will consult on the preferred model for a month and introduce the legislation as soon as possible, with the new cost saving rules to come into effect by 1 January 2025.
The Impact Analysis and ways to have your say are available at www.cleanercars.gov.au
Quotes attributable to the Minister for Climate Change and Energy, Chris Bowen:
“Because of a lack of action on an Efficiency Standard, Australian families are paying around $1000 a year more than they need to be for their annual fuel bill – the Albanese Government is delivering long-term cost-of-living relief to fix that for new vehicles and put money back in people’s pockets.
“We’re giving Australians more choice to spend less on petrol, by catching up with the U.S– this will save Australian motorists $100bn in fuel costs to 2050.
“This is about ensuring Australian families and businesses can choose the latest and most efficient cars and utes, whether they’re petrol and diesel engines, or hybrid, or electric.”
Quotes attributable to the Minister for Transport, Regional Development and Local Government Catherine King:
“The Albanese government favours a model which ensures achievable change, which will bring Australia in line with US standards by 2028 and provide the optimal cost benefit outcomes for Australian car buyers.
"The standard increases choice. It doesn’t dictate what sort of car or ute people can buy, but will mean you have a wider range of modern and cheaper to run vehicles.
As you make the choice about your next car, it’s only fair you have the widest range of options possible to get the car that is right for you and right for your hip pocket."
New Vehicle Efficiency Standard—Cleaner, Cheaper to run Cars for Australia
The Australian Government is seeking feedback from the community on the final design of a New Vehicle Efficiency Standard (also known as a fuel efficiency standard) that will catch us up with other countries, reduce emissions, save Australians money at the fuel bowser and see cleaner cars on the road.
Why we want your input
Your input will inform the development and implementation of a New Vehicle Efficiency Standard that provides global vehicle manufacturers with the right incentives to send cleaner vehicles to Australia.
How you can voice your opinion
We are listening to the Australian community. We are now undertaking consultation on the Government’s settings. A link to our consultation paper is available below, and you can respond directly to our key questions as well as lodge a submission via the ‘Have your say’ button at the bottom of this page. Written submissions will only be accepted through this process.
What will be the outcome of this consultation?
Your submission will inform the Government's approach to an Australian New Vehicle Efficiency Standard and help Australia to achieve net zero by 2050. In our first consultation on the design of a New Vehicle Efficiency Standard, we received around 2,700 submissions.

Press Release Published: 29 December 2023
Released by: Minister for Regional NSW
Interim members of the NSW Government Regional Development Advisory Council have been appointed by the Minister for Regional NSW Tara Moriarty, with the council tasked with ensuring regional and rural communities are placed at the centre of government decision making.
The Regional Development Advisory Council will play an important role in modernising the Regional Development Act (2004), and provide independent advice to the Minister for Regional NSW to ensure projects are evidence-based and achieve real outcomes for communities.
The appointment of members for an interim of 12 months enables the council to be fast tracked into existence so progress can be made in reviewing the Act, and advise the minister on establishing a robust governance framework for the $350 million Regional Development Trust Fund.
The new chairperson appointed is Alison Sheridan, Professor Emeritus at the University of New England (UNE). Prof Sheridan was head of UNE’s Business School, leading the establishment of the UNE Smart Region Incubator and the Master of Economic and Regional Development course. (See below list of all members and short bio).
Appointees to the Regional Development Advisory Council were identified through a process managed by the Department of Regional NSW working with an independent talent search agency, in consultation with the Premier’s Department and NSW Treasury.
A call for expression of interest for becoming an advisory council member with a 3-year tenure will get underway in mid-2024 with the new council established by the end of 2024.
The Regional Development Trust Fund will look to deliver its first tranche of funding investment in the first half of 2024. It will have 4 focus areas – sustainable regional industries, improving regional service delivery, supporting Aboriginal economic development, and developing community infrastructure and capacity building.
Minister for Regional NSW Tara Moriarty said:
“The appointment of these 7 interim members to the Regional Development Advisory Council is an important step towards the provision of independent and expert advice on what projects and programs should be funded in regional NSW,” Ms Moriarty said.
“The Regional Development Advisory Council and the Regional Development Trust Fund will ensure NSW Government investment goes where it is needed most in regional NSW.
“I congratulate all the members on their appointment and look forward to working with them over the next 12 months.”
Advisory Council Chairperson Professor Alison Sheridan said:
“This is a wonderful opportunity to ensure we create a robust and sustainable investment framework for regional and rural NSW. As someone who has undertaken substantial research on regional development I understand how important strategic investment is for delivering real outcomes for communities.”

Communities In Control - Exploring The Future Of Leadership
The Communities in Control autumn season will present a range of leaders from the community sector and beyond to discuss the future of leadership. We’ll consider the way we work and live, how we might think differently to avoid burnout, what Gen Z looks like in the workforce (and how we can work with them – and they with us – to achieve the best results), and how we can break out of the echo chamber and spread our message far and wide.
In a time of uncertainty, the future can seem scary.
But organisations who don’t peek into the future and prepare for what is to come will inevitably be left behind.
The community sector needs to lift its gaze from the daily grind and assemble for what’s coming next. As we charge into the future, how can leaders prepare themselves to lead?

Telstra upgrading 4G and 5G coverage at Galore Hill.
Telstra will be upgrading its mobile base station located at Galore Hill by adding additional infrastructure to bring better 4G & 5G services to the surrounding community, but the works will require a series of temporary outages or reduction in mobile coverage.
Infrastructure Upgrade - Update from Telstra 31/01/24
Telstra will be upgrading its mobile base station located at Galore Hill by adding additional infrastructure to bring better 4G & 5G services to the surrounding community, but the works will require a series of temporary outages or reduction in mobile coverage.
The base station at Galore Hill provides coverage to the agricultural area between Lockhart and Narrandera, including the Sturt Highway.
These improvements will temporarily impact Telstra mobile coverage at various times from Wednesday the 07 February to Friday 23 February 2024. Some customers may still receive overlapping coverage from other nearby mobile base stations.
Disruptions of up to 8 hours per day may be experienced from Thursday 08 February to Friday 16 February while the first phase of work takes place.
The second phase of disruptions will be experienced from 7am on Monday 19 February to 5pm on Thursday 22 February. The site is expected to be off the air for this entire period.
Disruptions of up to 4 hours per may be experienced on Friday 23rd of February whilst call testing and commissioning works are undertaken.
If all goes according to plan and weather permitting the mobile upgrade will be completed on the 23rd of February 2024.
Telstra mobile customers will receive text messages advising of the upcoming work.
Landline services, NBN internet services and mobile coverage from other providers will not be impacted. Any calls to Triple Zero from a Telstra mobile when the site is off air will automatically be diverted to any working mobile network for connection to emergency services.
Regional General Manager for Telstra, Chris Taylor said while our crews need to work during daylight for safety, we'll only be switching off the site when we need to and have it back on as quickly as possible.
"There's never a good time to undertake this sort of work but once it is completed, it will mean better mobile services for local residents," Chris Taylor said.
"As a company, we heavily invest in improving regional connectivity and this site is another example of our commitment. "Over the past seven years to the end of FY23, Telstra invested $11 billion in our mobile network nationally, with $4 billion of this invested in our regional mobile network."
Tips for improving connectivity while works are underway
For mobile coverage in the interim, if residents have access to a wi-fi signal at home or at work, Telstra encourages residents to activate wi-fi calling. This is a free setting on most popular mobile phones and allows your mobile to use a Wi-Fi network to make and receive mobile calls. To find out more they can google Telstra wifi calling or just search in your settings icon on your phone.
We know many businesses use the Telstra network for their EFTPOS terminals. However, Telstra does not operate the EFTPOS network; it is operated by financial institutions. Many EFTPOS terminals can also be connected using fixed line or Wi-Fi/nbn internet connections. Retailers should contact their bank for more information and details on how to switch between these methods to ensure continuous service.

Telstra will be upgrading one of its mobile base stations in Bomen Park by adding additional infrastructure to bring 5G services to the area, but the works will require a series of temporary outages or reduction in mobile coverage. The Bomen Park site provides mobile coverage to the industrial park and north along the Olympic Highway.
There will be some temporary impacts to Telstra mobile coverage at various times from Tuesday 23 January to Friday 2 February 2024. While some areas may be without Telstra mobile coverage at times during this period, some customers may still receive overlapping coverage from other nearby mobile base stations.
The first phase of disruptions will occur between 7am on Wednesday 24 January and 5pm on Monday 29 of January. The base station will be off the air during this period.
Disruptions of up to 4 hours per day may be experienced from Wednesday 30 January to Friday 2 February as testing and integration are carried out.
If all goes according to schedule the mobile upgrade will be completed on the 2 of February 2024. Telstra mobile customers may have already received text messages advising of the upcoming work.
Landline services, NBN internet services and mobile coverage from other providers will not be impacted. Any calls to Triple Zero from a Telstra mobile when the site is off air will automatically be diverted to any working mobile network for connection to emergency services.
Telstra Regional General Manager Chris Taylor said while our crews need to work during daylight for safety, we'll only be switching off the site when we need to and have it back on as quickly as possible.
"Where possible we will just be switching off the parts of the tower we are working on, leaving the rest operational. While coverage and capacity will decline during this time, we want to keep the amount of time the site is off air to an absolute minimum," Mr Taylor said.
"There's never a good time to undertake this sort of work but once it is completed, it will mean better mobile services for local residents."
"Telstra does have other mobile base stations which may help provide some coverage, but most of our mobile coverage for this area does come from this base station so there will be an impact."
"As a company, we heavily invest in improving regional connectivity. Over the past seven years to the end of FY23, Telstra invested $11 billion in our mobile network nationally, with $4 billion of this invested in our regional mobile network."

Long term benefits of the site upgrade
The roll out of 5G connectivity for the first time in Bomen Park means businesses and residents with Telstra 5G mobile devices will be able to enjoy a better mobile experience.
"We're continuing to expand our 5G network across location and nationally we're adding new sites to the network every week. Upgrades such as these continue to demonstrate Telstra's ongoing commitment to regional Australia," Mr Taylor said.
Once completed, Bomen Park will join more than 4,900 Telstra 5G sites on-air within selected areas of more than four hundred cities and towns across Australia. 85 per cent of all Australians now having the ability to access to the Telstra 5G network where they live.
For customers wishing to access 5G on the Telstra network, they will need a 5G capable device so for some people, that may mean upgrading their current device.
Telstra upgrading 4G coverage and bringing new 5G connectivity along Barellan Road
Telstra will be upgrading its mobile base station on Barellan Road by adding additional infrastructure to bring better 4G services to the area. The work will also prepare the network for 5G coverage to be provided once the 3G network closes as planned in June 2024, but the works will require a series of temporary outages or reduction in mobile coverage.
Media Release from Telstra, 2nd January 2024
Telstra will be upgrading its mobile base station on Barellan Road by adding additional infrastructure to bring better 4G services to the area. The work will also prepare the network for 5G coverage to be provided once the 3G network closes as planned in June 2024, but the works will require a series of temporary outages or reduction in mobile coverage.
The Telstra base station on Barellan Road provides mobile reception along the highway between Narrandera and Barellan, and the surrounding area towards Bald Hill.
These improvements will temporarily impact Telstra mobile coverage at various times from Monday the 15th January to Tuesday the 23rd January 2024.
The first outage will commence on Monday the 15th January at 7am to Friday the 19th January at 5pm. There will be no Telstra mobile network coverage during this period.
Temporary outages may be experienced between Saturday the 20th of January and Tuesday the 23rd of January as we test and integrate the mobile network.
If all goes according to plan and weather permitting the mobile upgrade will be completed on the 23rd of January 2024.
Telstra Regional General Manager Chris Taylor said while our crews need to work during daylight for safety, we’ll only be switching off the site when we need to and have it back on as quickly as possible.
“There’s never a good time to undertake this sort of work but once it is completed, it will mean better mobile services for local residents,” Mr Taylor said.
“As a company, we heavily invest in improving regional connectivity and this site is another example of our commitment. “Over the past seven years to the end of FY23, Telstra invested $11 billion in our mobile network nationally, with $4 billion of this invested in our regional mobile network.”
However, Telstra does not operate the EFTPOS network, it is operated by financial institutions. Many EFTPOS terminals can also be connected using fixed line or Wi-Fi/nbn internet connections. Retailers should contact their bank for more information and details on how to switch between these methods to ensure continuous service.
Long term benefits of the site upgrade
The roll out of 5G connectivity for the first time along Barellan Road means customers with Telstra 5G mobile devices will be able to enjoy a better mobile experience. The upgrade also brings added benefits for customers on the Telstra 4G network with more capacity, providing better network connectivity and less congestion in peak times.
“We’re continuing to expand our 5G network across location and nationally we’re adding new sites to the network every week. Upgrades such as these continue to demonstrate Telstra’s ongoing commitment to regional Australia,” Chris said.

Endorsed by Australian transport ministers through the Infrastructure and Transport Ministers Meeting (ITMM), the National Heavy Vehicle Driver Competency Framework Decision Regulation Impact Statement (Decision RIS) proposes a series of reforms to improve road safety and productivity.
These changes will strengthen heavy vehicle driver skills and knowledge through redesigned learning and assessment requirements specific to each licence class.
Minimum course lengths and behind-the-wheel time will also be made compulsory, while some training and assessment will be delivered online to lower costs and allow licence applicants more flexibility.
New experience-based licence-progression pathways will be introduced to help drivers progress to higher licence classes more quickly while supporting road safety outcomes.

$20 million to boost mobile coverage along urban fringes
Communities on the fringes of major urban centres in bushfire prone areas are set to share in $20 million in Commonwealth investment to upgrade mobile coverage, with Round 2 of the Peri-Urban Mobile Program (PUMP) now open for applications.

Communities on the fringes of major urban centres in bushfire prone areas are set to share in $20 million in Commonwealth investment to upgrade mobile coverage, with Round 2 of the Peri-Urban Mobile Program (PUMP) now open for applications.
The second round of PUMP will provide grant funding to Mobile Network Operators (MNO) and Mobile Network Infrastructure Providers to deliver new or upgraded mobile phone infrastructure that targets longstanding mobile coverage and reception issues. Infrastructure sharing will again be encouraged through this round to ensure the benefits of the funding flows as widely as possibly amongst communities.
Eligible areas under the latest round have been expanded to include major regional cities across Australia like Geelong, the Gold Coast and Newcastle, along with the peri-urban edges of major capital cities.
The peri-urban fringe is where the bush meets the suburbs, creating bushfire risks for those living and working in these areas. Communities in many of these areas have generally been underserved because of the high cost of deploying infrastructure, difficult terrain, planning challenges and lower population densities.
A Project Noticeboard has been established to help local councils and community groups identify mobile coverage and quality of service issues in their area to assist telcos develop new infrastructure proposals for the round. The Noticeboard will be open until applications close.
PUMP complements work of the Albanese Government to improve telecommunications and broadcasting resilience across Australia through its $1.1 billion Better Connectivity Plan – the most significant investment in regional communications since the creation of the National Broadband Network.
Other programs to improve the network resilience include the Commonwealth’s $20 million Broadcasting Resilience Program to safeguard ABC broadcast towers, and the $15 million Mobile Network Hardening Program, and the $50 million Telecommunications Disaster Resilience Innovation Program to deploy innovative solutions to address communications issues during natural disasters.
Applications close on 18 March 2024. MNOs and Mobile Network Infrastructure Providers can apply at grants.gov.au

Two additional renewable energy generation projects and 3 long-duration storage projects have been successful in the latest tender round of the NSW Electricity Infrastructure Roadmap, cementing the state’s position at the leading edge of investment in the national energy transition.
In the third tender delivered independently by AEMO Services, one solar project, 1 wind project, 2 lithium-ion battery energy storage system projects and 1 advanced-compressed air energy storage system have been awarded Long-Term Energy Service Agreements.
The projects will be built in Twelve Mile, Culcairn, Broken Hill, Merriwa and Myrtle Creek.
Each of the 3 storage projects have a continuous discharge capacity of at least 8 hours and collectively could power the Sydney Cricket Ground lights for around 130 days.
The successful projects represent $4.2 billion in private sector investment in the state’s renewable energy infrastructure, building upon the $4.3 billion in private sector investment committed in AEMO Services’ 2 previous tenders.
The 5 projects are expected to be operational from 2028 and will contribute to broader community and economic benefits, including support for an estimated 1000 jobs over the project lifetimes, $2 billion in local supply chain benefits, $40 million towards First Nations initiatives and enough generation to power 360,000 NSW homes per year.
Following the outcome of this third tender, NSW has now locked in 5.79 GW – almost half – of its legislated 12 GW renewable target for generation. It confirms 574 MW of the legislated 2 GW target for long-duration storage.
